Mas o Ubuntu 13.04 (Raring) não é uma versão que já está abandonada? É normal que não consiga actualizar. Se não quer andar a mudar de versão de sistema a cada 6 ou 12 meses, o melhor é usar apenas as versões LTS (Long Term Support), podendo então optar pela 12.04 e 14.04 se não estou em erro.
